Why is Punxsutawney Phil top groundhog?

Still, I will put my faith in Jimmy - Wisconsin's very own Sun Prairie groundhog - who predicted an early spring.  Sun Praire officials have stated that Jimmy has never been wrong.  Fingers crossed!
